Abstract

The logistical funding of the First Carlist War, both for the liberal and the Carlist forces, virtually ruined the Navarrese and local treasuries. Towns and villages were forced to meet extraordinary bills, producing desperate situations of poverty.
When the conflict came to an end, the Regional Council initiated arduous negotiations in order that the State treasury might compensate these Navarrese towns and villages for their economic exertions. However, Queen Isabel’s government embarked on a drawn-out discussion in order to delay payment of the debt or, ultimately, actually avoid settling it. Given this attitude, the Council turned to the commissioners to negotiate settlement of the accounts.
