Abstract

The negotiations for the 1969 Economic Agreement lasted five years, which goes to demonstrate the difficulties involved. This Agreement was incorporated in the legal code by decree law 16/1969 of the 24th of July.
As the doctrine highlights, the problems involved in having the Agreement approved are all-too-well known. However, it is not so common to find a document, such as the one presented and commented on here, that illustrates clearly the complex negotiations and the problems that arose when it came to applying the Agreement.
This study exhibits the report, situates the Agreement in historical terms and makes a legal analysis of its contents and later evolution.
