Abstract

Territory is a necessary condition for the existence of any political-administrative entity, whereas the boundaries represent a specific need for determining the scope of its jurisdiction. The territory of Navarre, being itself a border, has experienced changes throughout the history and currently presents specific characteristics such as the existence of territories not assigned to any municipality, known as faceros. Since the 1978 Constitution does not provide for any other territory but the municipal one, there have been attempts to assign them to neighbouring municipalities in order to constitutionalise such spaces, although no real progress has been made in this line.
