Abstract
This study presents the reform of the Royal Council of Navarre, which took place during the reign of Catherine of Foix and John of Albret. The different measures carried out established the foundation of a new modernized and efficient Royal Council. Its organization, composition and rules and regulations, represented a change with respect to the models which had characterized this Council in medieval times.
