Abstract

The Romani people arrived in Navarre at the beginning of the fifteenth century and have remained there ever since. Settling was no easy matter, because the authorities legislated against them and even forbade them to enter the kingdom. The only other place on the Iberian peninsula where this happened was in the neighbouring Basque provinces. Although legislative measures were taken during the Modern Age, these were overwhelmed by a reality which did not reflect any real friction between the Romani people and the rest of society. However, beyond managing to reduce the influx of the Romani people, the legislation configured their formation on the basis of criminality, something that would last over time.
